Indian Administrative Services (IAS) and Indian Police Services are the two most important and well-known All India Services which exist before the independance of the nation. Both IPS and IAS are important because they form the foundation of development within the country. Revenue as well as Law and Order are the two most crucial elements of the state administration and they are concerned with the IAS and IPS. Both development and security are crucial for India’s growth. IAS and IPS are two of the important pillars of development and security in India. Candidates for both the Civil Services Exam and Civil Services Exam are conducted by the Union Public Service Commission.

The IAS and IPS are both complementary and do not compete for power. IAS and IPS both are All-India Services. Indian Administrative Service (IAS) is also known as Indian Police Service (IPS). IAS as well as IPS are the most important functions in the government administration of districts. IAS and IPS complement each other. Both are vital to the advancement of Indian society. IAS and IPS officers have starkly different roles, backgrounds, education and control of cadres, pay, and power.

Let’s look at the main differences between IAS and IPS.

The evolution of IAS and IPS

Because only a few Indians could successfully pass the Civil Services Exam, IAS and IPS were dominated by Europeans prior to Independence. After independence, the services were opened to only Indian citizens only and the eligibility criteria were reduced to the benefit of Indians. Indian Administrative Service is the continuation of the Imperial Civil Services (ICS) which was prevalent during the colonial time. Civil Services are related to the collection of revenue from land used for agriculture and hence the title “Collector”. It was one of the first jobs offered by the British company and also the one that started the popular civil services.

In the same way, IPS is an extension of the Imperial Police. In contrast the necessity for Police Bureaucracy was stated in the Indian Council Act of 1861 for the first time.

The process of recruitment

Both IAS and IPS are selected by UPSC Civil Services Examination every year. IAS candidates must fill out the DAF of UPSC and Department of Personnel & Training to express their preference for the jobThe selected candidates are assigned to the service in accordance with their rank and preference. Most of the candidate fill IAS as their first preference and IPS as their second choice.

Cadre Controlling Authority

Training

All newly appointed IAS and IPS officers enroll in the Lal Bahadur Shastri National Academy of Administration (LBSNAA) for three months of a common foundation courses. The foundation course was successfully completed by IAS officers, who remained in the LBSNAA while the other officers went to their specialized training institutes. IPS officer trainees are sent to Sardar Vallabhbhai Patel National Police Academy (SVPNPA) Hyderabad for the remainder of their training. IAS probationers receive training for two years, while IPS officers are trained for two half years.

IAS training focuses on the management, coordination and administration of resources and human resources. IPS training includes physical education and a variety of laws essential to law enforcement activities. IPS training is more demanding and involves more physical exertion. This includes horse riding, parades, armour training, and other vital things required by police.

Powers and Responsibilities

The roles of both IAS and IPS services is very wide and both are listed on powerful websites, but IAS is much more powerful as a DM. An IPS is only responsible for the duties of the department it is part of, whereas an IAS (DM) has the responsibility for all departments within the district. An IAS officer as DM is the head of the police department along with other departments.

In accordance with one protocol the IPS officer has to salute the IAS when he is superior to him. The protocol also states that the IPS officer is required to salute the IAS officer if he is senior to him. Certain states have instituted the commissionerate system in a few of their cities. The system grants police officers greater power, however, it is less powerful than the IAS.

Scope of duty

An IAS officer is able to be an DM within any department within the district. As an IPS is SSP, he is able to work within the traffic and police departments in the district they are assigned to. The responsibilities of the job of a DM are extensive and cover all departments in the district. The DM coordinates at the district-level even in Disaster Management, when the army is named. He’s the equivalent of a major in an army.

IPS is the other important functionary of the district, as he has to ensure the law and order of the city. He is more worried about the actions of the departments and the instructions he’s been given by the DM.

Uniform
